Evaline Waters, a River Heights resident, might lose her land to a corporation who wants to tear down her house and put up a warehouse unless Nancy finds documentation of the zoning law that has suddenly gone missing. Despite her concern for this case, Nancy's focus is also drawn toward the flying lessons that she and Ned are taking.
